Oh brother. You want it all don't ya. It sounds like you are the one doing the harrassment. Are these services layed out in your lease. ( much that was promised was verbal) NO??!! But you are writing letters and trying to organise the tenants??? I would ask you to leave too. Just be patient and the services will show up. Be a pain in the butt and your lease won't be renewed.

(in the mix, we've 1" walls and a neighbor complained of my noise, when all i have is a clock radio...) See, isn't it fun to be bitched at??
