You are basically asking about your buildings' rules. The person you really need to ask is your landlord or management company, not us. And the time you should have asked was BEFORE you signed your lease.

That said, the rule does sound rather vague -- especially if you are expected to cover the floor wall to wall. So talk to your management company, and your neighbor, and determine if there is something that can be done to resolve the situation.
