After a few days absence, we've re-opened the form. As we stated on the temporary screen:

In the last few weeks, this board has experienced a slew of personal attacks, rudeness, anti-tenant trolling and other nonsense. This board exists to help tenants with specific questions and we've hoped all along that other experienced tenants would lend a hand with knowledge and experience.

We will not let this board get hijacked by a few who seem intent on deriding tenants seeking answers -- even "dumb" questions deserve an honest answer. Nor will we allow the board get into mindless discussions over regulation. We've said it many times: got to Usenet for that. Although we scan every message, we do not have the time to constantly respond to trolling or attacks, or to remove inappropriate messages.

so let's keep things even-keeled.
