Did you send the past letters, to landlord, by certified mail ?
In the letters, what did you ask of the landlord? Can you get records of the previous calls to the police and do you have a copy of the police report regarding this past incident ?

The landlord has a duty to keep the building in a safe condition and this tenant obviously is insane and is a direct threat and danger to all tenants.

Tell landlord to evict him or you will tell your story to a judge asap.
