I don't know if the landlord can stop you, but I know that you can get a second line and have it come in on the same wire as your first one. There are 4 wires of different colors inside the normal wire. Two are spares that can be used for a second line. That's how I have my 2 lines setup.

: Hello, I have a question about second phone lines. I live in Brooklyn, NY in a 6 story apartment building. I recently called Bell atlantic to have a second phone line installed in my apartment and when they came in I was told the y could not do it. The reason i was given was that the Owners of the bluiding (The Landlord) did not allow for lines to be run on the outside of the building from the basement which is where the Box is located. I want to know if any one knows the laws when it comes to this situation. I want to know if the Landlord is actually allow to stop me from getting a second phone line since it is not in the lease.
