Take good pictures, clear pictures, lots of pictures specifically showing the damage and debris and what it's doing to the building and you. All concerned tenants should be sending letters (polite, short yet detailed) of their concerns about the building. Have an inspector come to check out the stablity of the building as well as the Housing and Development send an inspector to check the walls, debris, blocking the halls, etc. If no fire alarms are installed (or still not installed), the landlord is in for heavy penalties. The more complaints are filed with the NYC agencies, the more under scrutiny the landlord will be. Keep copies of everything safety tucked away in a safety deposit box. Check your lease. Good luck.
