Provide a letter from Con Ed or the inspector stating what they found and write a polite, short letter sent certified or fedex to the landlord about your findings and your concern about the boxes. Ask that he comes with some solutions to your situation. The landlord may be honestly surprised and if the LL is legit, then he/she will try to figure something out. If nothing can be done, short of re-wiring the entire house (an expensive prospect) then suggest he deduct the $100 from here on in. And get the agreement in writing to whatever comes out of the negotiations.
