Houston vs. New York

You make some astute observations about housing in Houston (where you're from) and New York.

It is interesting to note that Houston has no rent regulation laws whatsoever, nor does that city even have zoning laws. Apartments are cheap and plentiful there.

New York has a complicated rent regulation scheme and strict zoning laws, which result in sky-high rents and difficulties in finding an apartment.

Those who support rent controls usually claim that such laws "help the poor" or are necessary to "protect tenants". Yet in your case these laws have only helped a well established tenant enrich herself, while you, a new arrival to the city, are not helped at all. Maybe you can help New Yorkers learn a little about how they do things in Texas.
