how many roomates in an old rent controlled apt?

If a rent-controlled tenant has a lease that is over 25 years old then can he legally have more than one roomate - ie the overcrowding laws of NY would dictate how many people can live inthe apartment and not just the roomate law? I think this may be true if the lease is old enough.
