In theory, there's no difference for roommates in a rent controlled, a rent stabilized, or an unregulated apartment.
The practical difference is the lease. If the landlord of a rent controlled apartment can't produce the lease (and you choose not to produce the lease), then there would be no restriction on the number of roommates, except for the overcrowding restrictions of the Multiple Dwelling Law and the Housing Maintenance Code.
If the landlord can produce the lease, then the lease's provisions about roommates would apply, except if the roommate law gives the tenant greater rights to have a roommate than the lease does.

: If a rent-controlled tenant has a lease that is over 25 years old then can he legally have more than one roomate - ie the overcrowding laws of NY would dictate how many people can live inthe apartment and not just the roomate law? I think this may be true if the lease is old enough.
