I have had a similiar longstanding problem with heat pipes that leak, hiss and bang extremely loudly. Unfortunately, I've been unable to get either the Building Department or HPD to do anything about it. HPD takes the position that it has nothing to do with noise problems, only leaks or insufficient heat. The Building Department says it's HPD's responsibility. I went to court with an HP action, but the judge wouldn't do anything without an order from HPD. So basically I've learned to live without much sleep.

My advice is for you to call your city councilmember's office and ask if there's a staff member who deals with housing issues. Try to get the councilmember's office involved in getting an HPD inspection and following up to see that something is done. Maybe if enough people complain, procedures will be established for heating problems of this sort.
