Chelsea has gotten a lot further on other issues than you realize. It's not just a 'private agreement' as you characterize it, it's a warrranty of habitability obligation that the landlord seems to be ignoring. That's why there are laws, just as there are fire and building laws. Thiss is about a nuisance noise, not your pro-landlord ideology.

The solution is to put a piece of wood underneath the radiator to raise it up so the excess water (condensed steam) drains out. Usually just about 1" will do, but get some strong people to help in raising the radiator.

: Chelsea's solution seems to be to ignore reality and to get as many "outsiders" involved in what is essentially a private agreement between landlord and tenant. Perhaps that explains why she has gotten nowhere over the years.

: The New York Times had an article on loud and banging steam pipes (Dec. 19, 1999) Explained the physical reasons why this banging occurs in older buildings. If I'm not mistaken, they cannot usually be fixed without major repairs.

: My advice is either decide to live with it or ask to be released from your lease and move to a modern apartment if you can't. Calling your city councilperson would be an exercise in government buracracy and politics, but will not get you the results you want (peace and quiet).
