Key Money, Brokers Fee, Not Rent-Controlled

I have a question. I was living in a non-rent-controlled, non-rent-stabilized, etc apartment.

I found an apartment on my own, but had to pay a brokers fee. To top it off, the broker is also the aparment complex management. I know this is illegal for them to charge a fee if this was rent-stabilized, but what if it is not rent-stabilzed??
