i had a similar problem in the apartment i've been living in for about six years. I ended up having to take my landlord to court and was awarded $300, $50 for each month that I had to live with the noise waking me up at all hours of the night and morning.

it wasn't a lot of money, but i conveyed to my landlord that i was serious about getting the problem fixed and if he would not fix it i would take action.
