$400/$600 is damn cheap for an apartment in the New York area. Assuming no rent control, the rent can be whatever you and your landlord agree on.

Why not look around your neighborhood and see what the prevailing rents are ? You'll find out if the rent he is asking is reasonable or not, giving you firm ground to negotiate with (you tell him, 'I pay my rent on time, have taken care of this property, and at X address there is a similar apartment for $550 ... would you consider reducing your rent to that level ?)
