I have rented an corporate apartment in Buffalo, NY and have asked the landord to fix a plugged drain 3 times. Nothing has been done. Can I call a plumber myself and deduct his bill from my next month's rent?

Also, I was supposed to be provided an VCR. I have requested one 4 times. Can I buy one myself and deduct the cost from my next month's rent?
