Subletting a rent stabilized apartment

Prior to the Rent Regulation Reform Act (RRRA), it was possible for a leaseholder of a rent stabilized apartment to sublet for two out of every four years that he held the lease. Is this still the case? Were any new restrictions introduced with the RRRA? Does the leaseholder need to reside in the apartment for more than two years before he is allowed to sublet the apartment for the first time?
