Forms to fill for forcing a landlord to take action

My landlord is locking a deadbolt, at her whim, because she doesn't want anyone, other than me, in my apartment. I went away for Christmas and gave a copy of my keys to a friend so she could care for my pets. She was unable to get in with the keys I was provided, because the landlords don't want her to enter and they locked a deadbolt. There is no reason this person should not be allowed to enter. There has been no nuiscance or breakage of the law by this person. What form do I file, or what proceedings must I initiate, to force my landlords to give me a copy of the key to the deadbolt, or to have it removed? Can I remove it and put on a new deadbolt and provide my landlords with a key?
