Since your apartment is not regulated, the LL can raise the rent as much as he wishes.
I do believe you are supposed to get 30 days notice for a rent increase. But the problem is that if you piss him off, the landlord can evict you and you have no lease or rent regs. to protect you. I imagine that would be an illegal retaliatory eviction, but even so--who needs the hassle.
So if I were you I would bring up the issue, but nicely.
It seems like a good rental price, but Staten Island is way lower than the rest of the city and you may do better elsewhere.
