last year's pro-lead-paint law had a little bonus in it for all tenants moving into vacant apartments in NYC: it required that the floors be smooth (which in older units translated into requiring sanding/refinising) and it required that no doors or windows stick. that law died in the court system.

any similar little bonus is the old lead-paint laws? are they posted somewhere?

(yes: moving soon, rent stabilized, bad doors & floors)
