what? did you see this 'order of deregulation'? what reason is given for the deregulation?

if this was a DHCR order and you're supposed to file a PAR, then writing that letter is a waste of time. go to DHCR in person immediately & get a copy of this deregulation order. bring everything related to this subject with you: the landlord's letters, your current & old leases. bring a photo-id too.
