$250 for elictricity in a studio?

Is $250 for electricity normal? I live in a studio which I rent from the owners of this coop studio. Since heating is electric, I suspect that either the built-into the wall heater sux and uses way too much energy, or the windows that I have suck, and leak too much energy. I didn't really have any problems in the summer during the AC days, most bills were around $50, but then this summer wasn't this hot in NYC.
So I was wondering if I have any legal right to argue with the owner of this apt to do something about the heater or windows.
