He cannot prevent you or anyone else being a roommate there. Further, because you're blood relative, you can get her lease if she leaves.
Your sister and her boyfriend have the right to remove his name from the lease with no financial consequences.
If the landlord agrees to add your name to her lease, he can charge a vacancy rate of 20% instead of the renewal rate of 4-6%. Worth it to you?
