I think it is an illegal dwelling because it is a private home, all the other homes on the block are only legal 3 family homes, with the garden floor and parlor floor being the owner's duplex and 2 units above. Also at one time, there were inspectors that came to inspect the home and my landlord put in a fake wall to cover up the kitchen area on the parlor floor.
