it is against federal law for that contractor to do that work that way. if he was following federal law, you would have mentioned the 'moon suits' and sheets of plastic to contain the lead paint dust within the work area.

read about lead-based paint poison that can kill on NYC and fed EPA sites. and report him, get a stop-work order.
