i also have an inconsiderate neighbor upstairs. my problem is that his apartment is a sub-lease to the restaurant below that has the lease from my landlord. it's some sort of funky arrangement the building owners have with them. so he works for the restaurant, pays a rent and i get to suffer. i think the issue is that the flooring is too thin. i hear every footstep. i think when they pulled up the carpet way back ago, they didn't put flooring down. just bare wood. so now i have to hear every tip toe. is there a law about carpeting? i read the links and frankly the only solution i'm coming up with is a baseball bat.
