Just a suggestion, try ignoring it for a couple of months, tell yourself no matter what you won't retaliate and whatever he does you won't get mad. And see if the air doesn't go out your war. If it doesn't, then call your landlord (or write him a letter) and ask him to take action. A landlord can do some things, press the tenant, for instance. And eventually threaten eviction. Also press your landlord, precident your conversations with I am sorry to keep bothering you BUT then hit him with the complaint. Don't have a it's your fault attitude because that will make him/her mad and they will ignore the proplem. But call and write him over and over agian, keep the pressure on.

As a landlord I can tell you that has been an effective tool with me.
