This is standard in all coops and condos but , again, it is refundable. The processing fee should be no more than $100 which is even outrageous in itself. if i were you i would not rent inthat building. it sounds like a rip-odff scam. You hsould go to Habitat.com and ask the question on their chat board NOW. You should also perhaps report someone to the Attorney general's occffice as it sound slike something illegal is going on.
