I have read the sec. 2522.9 from December 20,2000. My landlord wants to charge me an appliance surcharge for my washing machine, dryer, and dishwasher. The dishwasher came with the apartment and I installed the washing machine and dryer 19 years age. I am also individually metered and pay my own electric and gas bill. I am also rent stabilized.
Is this allowed.
