floor replacement

I live in a rent stabilized apartment in new york city. The wood floor in my apartment is in desperate need of repair. When I moved into my apartment (5 months ago) it was agreed (verbally) that the landlord would repair the floor. Now the landlord has decided that based upon the condition of the floor it should be replaced and wants me to pay for half of the expense. He claims that this is a capital improvement and that if he wanted to he could pass the whole cost onto me. Is this correct? What is the landlord's responsibility in terms of providing adequate flooring?
