I called the DHCR Rent InfoLine (718-739-6400) and it turns out that the landlord can only increase my rent by the rates that were in effect when my last lease expired in 1999. In my case, that would be 2% for a one-year lease and 4% for a two-year lease.

Moreover, I can choose a new lease term beginning no earlier than May 1, 2001 (that's no less than 90 days after the renewal lease was offered) and the higher rent cannot be charged before that date.
