You can always ask, but doesn't sound too likely. Why don't you just move? Are you saying that even with rent control, this place is still a bargain, even if it's not fixed up? A lot of the problems you've outlined you could fix yourself for less than $10 each. For instance, one tube of Combat Gel, which is $8 at Wal~Mart, maybe more in the big city. That, and some good housecleaning will take care of the roaches. Many of the problems you list are over your head, but you could easily remedy many of the smaller problems.
