there is a city or county office known in many states as "Register of Deeds". This is the official list of who own each property in the county or city. This is public information. You'll probably need to go there in person.

: Besides approaching the building manager (who might not give out that info), is there someplace else I can go to find out about the apartment, who has lived there, who owns it, etc.? Thanks. Isn't it a bit odd to move into an apartment without meeting the people living there?
