THESE ARE GUIDELINES ONLY....HUD provides these guidelines in what is known at the Keating memo of December, 1999 indicating that 2 people per bedroom is an acceptable limit provided that the property itself does not further restrict occupancy limits - septic system, utilities, etc. The limiting of 2 people in a 2BR apt in Santa Monica is not out of line because of the water useage and ancellary costs. Check with Santa Monica Rent Board to see if they have alternative suggestions......welcome to the wonderful Republic of Santa Monica.....
