holdover

I am currently involved in a holdover situation concerning a rent controlled apartment in NYC. The landlord took the case off calandar several months ago. Before the case was taken off calandar the judge order me to pay several months rent for usage and order the landlord to accept this in lieu of a this case being resolved when we returned to court. The next appearance, the landlord had the case taken off calandar. This was several months ago. Recently the landlord denied the cable company access to my apartment to provide service. Management claims they do not have to allow anything beyond maintenance while we are out of court. Is this true? Can I be denied outside services when they are the party responsible for the hold up in court and when there has not been a determination? In addition, the landlord returned the court ordered payment and has refused payment of rent.
