Cold Draft in Apartment

My wife and I rent an apartment in an older building. On very cold and windy nights there is a cold draft coming in from the floor and bottom baseboards of our apartment due to insufficient insulation. Although the temperature in our apartment at waist level complies with the legal requirements... the temperature on the floor to 1 foot above the floor does not. Our landlord refuses to make the necessary repairs to fix this problem. Is there any action we can legally take to force our landlord to address this issue?
