Perhaps I'm missing something, but can you elaborate?

There may very well be a story here for journalists--it is sad to see union busting, etc.--but this is a tenant board, for people with tenant problems. Just for your information, sometimes tenant and union interests conflict. I have seen some really awful, miserable, tenant-hating superintendents staying in their jobs forever by dint of their union-guaranteed job security.
