If you don't want to pay the deposit, then get insurance to cover any liability for the dish falling or damaging property or other residents - that is your alternative under the FCC regulations. Landlord can establish guidelines for residents to use and if you don't follow them, he can remove the dish - follow the rules and if he does not have any, assist in promulgating them for benefit of other residents.
