Now this guy IS Richard -- we know from his IP numbers. His manner is crude, almost perverse, but not incorrect in that the tenant should have had a lease, but many tenants are not offered leases -- and can't get them if the LL doesn't want to offer one.

In Richard's unhelpful manner, he doesn't try to help the tenant with suggestions, he berates instead. We won't chide Richard for his manner, but if he continues to berate without offering helpful advice, he may earn another furlough.
