when it gets close to your moving date (few months before or more), start obsessively checking the villagevoice.com classifieds section. for my money the best apartment deals ususally show up there, and they update the listings almost every day, before it comes out in print.

if you have lotsa dough and not much time (or no place to crash while you're looking) brokers are effective at absorbing your cash and maybe even finding you an apartment if you're lucky. if you can, avoid brokers and find some no-fee by-owner apts. and if you can't find anything worthwhile, do what i did and move to *brooklyn*.
