Their phone lines are up and running. I just used them today.

Don't be under any illusions about the DHCR. Their phone line people are pleasant but also totally ignorant. And as anybody knows who has dealt with that agency, the decisions handed down by DHCR are almost frightening in their illogic, inconsistency and capriciousness.
