Well, I'd at least put in an FOI to see what happens.

I think once I went to the borough office and they had an FOI form (though there's no reason you can't write your own letter.) They stamp it and give you a copy and the other copy goes out to the DHCR mothership. I guess you can then prove that you asked for something, not that it did me a lot of good.
