landlord to bill water

The lease does say now that we have to pay water and sewage , but they told the manager that the meters were not the right kind of meter, and that they had to read them their selves and then charge us accordingly. I called the water department last year and they told me that it isn't legal to do so. I don't know how to find out if the landlord is telling the truth or not.Also the landlord had said before that the water company would read the meters but they are not. How do we know if it is correct or are we being ripped off. thanks for replying.
