Answer is probably yes, unless the lease specifies otherwise. Individual meeting of each apartment is becoming more and more common, and will probably arrive in New York soon enough. Usually meters are "read" remotely. The simple fact is that when people have to pay for their usage of something, they are careful not to waste it, and overall consumption goes down. Given the trend towards conserving natural resources, cutting out obvious sources of waste is something to be expected.
