not in NYC, but you don't say where you're from. if you don't live in a city in which the owner must provide water, then its legal. sort of. actually what your LL is doing sounds a bit dodgy either way. why install a meter and charge you, which he in turn (theoretically) will then pay to the water dept? sounds like he is trying to gouge you, ie overcharging for water and pocketing the difference. if you live somewhere where tenants must pay for water, then why isn't the water bill just put into your name? again, if this is new york, he's definitely cheating you. otherwise, he may or may not be cheating you, but it's definitely suspicious.
