vehicle towing

Washington State (Vancouver)
Living in the same apartment complex for the past eight years, the parking is not asigned to any apartments here. we and other tenants have been parking in the same spot for the past eight years, there is no [NO PARKING] or any marking any where! No notice from the manager that they are going to start towing any vehicle parking in that spot.

Last night I found a tow truck hooked up to my car and ask what was going on, he stated that the manager wanted all vehicles towed that is parked here. Will I lost the case with the tow truck driver and ended up paying $111.00 for him to drop it.

Do I have a case to get my money back? The curb is not yellow and not red, NO SIGN, nothing Stenciled on the road, NOT BLOCKING. I cant find any laws in Washington State that pertain to this.
