I don't know about the specific of this situation; however, newer property management software is integreated with local credit bureaus and will automatically report any deliquent/non-comply tenants on the day their rent becomes deliquent - automatically by sweep from credit bureau - just like for a retail store, Sears, HQ, etc. As a property manager, when I call another local property manager, I know that I will get the truth about a tenant. Likewise, anyone calling me will get the truth about the tenant - even if it means that they won't be renting to the tenant I would dearly love to get rid of. Hit lists of bad tenants do exist which is why "networking" between property owners and managers has become big business.
