John....this leopard ain't gonna change its spots. Either deal with little items yourself or move. Withhold rent and you will be evicted and if you repair/deduct you will be evicted. Move now when there are more rental units available and be sure to check with other residents about repair program of any prospective new landlord. Good luck.
