Guarantor requirements

I have been told by the mgmt company of an apt. in which I am interested that I must have a guarantor even though my salary exceeds 50X annual rent. In fact, they said that all renters regardless of income must have a guarantor. Is this legal? It would seem to discriminate unfairly when ability to pay rent is not in issue.
