Under the state Multiple Dwelling Law and the New York City Housing Maintenance Code, the landlord is responsible for painting apartments -- generally every three years.
Paying for actual renovations in your apartment could be to your advantage, instead of being subject to a monthly rent increase of 1/40 of the cost of improvements, plus renewal increases on top of those increases.
